Yes, heaven forbid a card made especially for multiplayer games exists. Of course in a two player game it's a somewhat better control magic if you control no creatures. No targeting gets around shroud/hexproof, and since the choice isn't made until the spell resolves they can't sac their best creature to counter it.
As for the text, I honestly do not find it very difficult to read. Not sure why people seem to be having trouble with that.

It's a nice and simple idea, unfortunately buried under the very specific text to make sure it works as intended. I'm dumb enough to find Illusionist's Gambit a bit of a read, this one threw me off completely when I first glanced at it.

Gain control of a creature one of your neighbours controls. This is not targeted. Take his Thrun, Sigarda or Progenitus. The other neighbour takes one of his choice. If you have any.

pedsr0ckstar, to answer your question, order of succession doesn't target anything so it can affect true name nemesis.
