It would appear as though the Overload mechanic has special significance when used in multiplayer formats. If I played any of those formats--and I don't because Pauper Commander isn't very popular--I'd think this was a pretty good card. Well, at least adequate. I mean, you're still paying XXRR which isn't going to be cheap. For reference, to kill a board of 4/4's and under you'd have to pay RR+8 mana. Sooo.. 10 mana. I might just settle for Blasphemous Act instead.
