If you're playing a considerable amount of -creatures, this is the card to both get a considerable tempo boost,
as well as an insurance that you'll get to activate your newly cast creature at least once before your opponent can cast removal on it. (Or twice, if you have the spare mana to activate the Elixir's ability.)
This is especially relevant if the creature has a high casting cost and/or if the creature has to sacrifice itself.
Being colorless, it's currently the only card that grants all your creatures (pseudo-)haste.
Usually you'll have to splash red or at least get yourself a mountain.
Its activated ability lets you use your best creature's ability a second time.
That pushes this card to a reasonable powerlevel, and makes sure you won't mind so much drawing another copy of it.

Absolutely powerful in Merieke EDH decks. 3 mana gain control of a creature, then untap to destroy it and steal another. SOOOO perfect for that. Practically custom built.
