Dang, that's nice. Decide not to play a spell this turn and creatures you control are unblockable until end of turn. Oops, I mean they can't be blocked.

Having a mana sink is always nice and it has interesting applications to EDH. But the mana spent doesn't impact the board state (except in encouraging things to be tapped). With 40 starting life and extort being exceptionally irritating, the boon from the drums just seems to be a bit too weak.
