The problem is the creatures I want to kill are attacking me and thus tapped most of the time.

This will definitely stay in your hand for a while. Purplerooster said it better: The creatures you want killed in dire times are usually tapped.
The best use for this is when there's a stalemate: You have equal amounts of creatures as they do. No one wants to attack because they'll lose more creatures and thus, lose the game. This breaks that stalemate.

Cool name and flavor and it will be good in limited, given Theros's choices of removal. But still, it does feel lackluster given that not only does it cost the same as Murder, it is also a sorcery.
Especially since the restriction means it'll often be "Destroy target creature that entered the battlefield last turn".
Ah well, neat card nonetheless.

Yes, it's inferior to Murder, but if you haven't noticed, Theros block removal is all weaker than average, so the focus can rest on the heroes and monsters.
