... why is it flying? The card is okay, but what is it doing, just floating around.

The card is fine for limited and in a minotaur tribal, but not so good outside of it.
I guess for commons, a 3/3 intimidator costs five mana, so that's alright. His ability increases the chance for him untapping by letting him attack more often with evasion, so that basically has a high synergy with itself. And in case of doubts, you can give a fatty later on evasion for a winning attack.

At four mana I could have possibly seen this being a star in a bad Pauper Minotaur tribal deck. I think we're already forgetting about Theros's Mogis's Marauder, an intimidation-granting creature that is just immensely better than this is. And of course there's Gatecrash's own Shadow Alley Denizen that, for B, somehow also manages to be better than this.
