I think that of the two decks, Vraska is going to have more sheer power, especially considering that her -3 can kill Jace directly. Jace players are going to have to get pretty clever, but that's why they're blue mages to begin with, right?
On a side note, Jace's +1 should go a long way to keeping Vraska's Assassin tokens away from your neck, so that's a plus.
Edit: I just realized that if you manage to get Jace's -8 to go off, you can actually cast Vraska the Unseen from her own deck. Kind of cool how each Planeswalker's ultimate ability is like an alternate ending to the duel.
Default Ending: One Planeswalker beats the other, while the loser escapes with their life.
Alternate Ending 1: Jace uses his mind magic to convert Vraska to his cause, securing peace in Ravnica.
Alternate Ending 2: Vraska's assassins kill Jace, upsetting the balance in Ravnica forever.
