If there's one card I can see gumming up a Vraska player's opening hand, it's this one. The BB casting cost is going to make it hard to cast in the first few turns, and even once you've secured enough mana to cast it, it won't do much of anything until you can kick it on Turn 5.
...no really, this card is very weak unkicked. Here's a list of the creatures it can kill in Jace's deck:
Aeon Chronicler, if the Jace player has one card in his hand.
Aether Figment, if the Jace player played it unkicked.
Crosstown Courier, reliably.
Jace's Phantasm, if the Jace player hasn't milled you for 10 yet.
Krovikan Mist, if the Jace player hasn't played any other Illusions.
Chronomaton, if the Jace player hasn't activated its ability yet.
Body Double, if the Jace player had it copy something with 1 toughness.

I just have to agree with @Ataraxiom, this card is only useful on turn 5. Although if not used in the duel deck it could be put into a deck focused on belittling your opponents creatures. I would say, 3/5 for its possible uses.
