I can see this becoming one of the highest rated cards in Jace vs. Vraska simply based on its flavour alone. It's remarkable that some cards can have four or five lines of flavour text and fail to capture the meaning that this one does with six words.
Honestly, the fact that Vraska is saying this tells us so much about her and Jace. She's admitting that Jace is more than capable of protecting some or even most of the innocents in Ravnica, but she's taunting him for the fact that she knows he can never stop her entirely. Every life lost is another weight on Jace's conscience, something that she as a cold-blooded killer has probably never had to endure.
It also tells us that Jace is truly making progress in his inner conflict between the Black and White aspects of his personality. In the past, Jace had been morally ambiguous as he tried to decide whether he wanted to use his powers to defend people or simply dominate them, and it's been really cool to see him develop into a legitimate... One of the few older cards that really has been able to stand the test of time. Still one of my favorite black creatures of all time.
And yeah, that flavor text is pretty sweet. The art's cool, too. I'm glad that they gave a card that has so much nostalgia for me its justice in its reprint. I've been waiting to see this guy again for too long.
