I love this card, regardless of power, simply because it is so damn interesting! I do hope that it will see play in some format, though.
On the topic of Fateseal, though, I do wish that they had reintroduced it in this set regardless. It may not be a fun mechanic to play against, but that doesn't stop WotC from printing new counterspells.

This isn't quite as good at denying as fateseal, as it can only deny good cards rather than leave the bad ones on top. Still very powerful and flexible and, surprisingly, uncommon. There will be some situations where a player will have to choose to give their opponent something useful to try to get an important combo piece or win condition out of this card's effect, but at least it offers knowledge of what the opponent gets. As with the vast majority of "symmetrical" effects, the person using it has the advantage, having built around it. This not only fits perfectly in decks that have a lot of scry, it essentially works like Goblin GuideandPath to Exilewhen it works best, giving you spells and your opponent lands.
I'm going to have to give this a tentative 3.5, but expect to change this rating to as much as a 4.5. It is a very solid little card at the very least.
Oh and did I mention it's an UNCOMMON?!?
Honestly the only thing that could make... (see all)

This card is pretty good, and hilarious. I used it to deny my opponent the second on color land he needed. Pretty good trolling card.
