At first glance, seems awesome. Extra draw every turn, with the only downside being that the draw will occasionally be a free Lightning Bolt (actually its a Lightning Strike, considering that this is Keranos). He's got the weakest p/t to cmc ratio for a god and is in the colors that will probably have the hardest time making him into a creature, so don't rely on that.
But wait. 5 cmc enchantment that draws an extra card every turn? Already exists in one of his colors (Honden of Seeing Winds). And for just one more mana you can get it in any color, and with other upsides like draw and damage, as well as no legendary clause (Staff of Nin). And there's actually less ways to abuse Keranos-the others work with Paradox Haze, while there's no way to make Keranos get you more than one card per turn cycle short of taking extra turns, which works with the other anyway.

This card is pretty bad. You have to reveal all of the cards you draw, which helps your opponent prepare for any surprises you are trying to set up.

Compare Staff of Nin. I think 1 card + 1 damage is somewhat better than 40% 1 card + 60% 3 damage, although Keranos does cost one less. This assumes you don't allow him to be a creature.

Jokes aside I have a love-hate thing going on for this guy. On one side, he just adds free lightning bolts or an extra card draw...That's pretty sweet. On the other side, that's the extent of it. His abilities can't really be built around to the extent of the other gods. He's not bad by any means, I'm just always left asking "now what?"

My thoughts exactly @anotherfan321.
Went to my first prelease yesterday and got this guy - which I must admit I didn't even try using, and I regret it because my aggro deck got stomped by black/white. Anyway, for his colors, what's to dislike? Even if your Izzet style doesn't cater to making him a creature with board state, he's still superb. Excellent flavor in this card and definitely very powerful. Flavor-wise I love devotion, too. Worship your God enough and they will join you for battle! My own Izzet deck welcomes him with open arms like the Father of Storms he is. 4.5/5
