Obviously not intended but this is the first edition of the card to sport that Flavour text. So I've always thought of it like this:

Rated 5/5 now that he is formally considered a Goblin, even if he doesn't get the perks he provides. Mix your goblins with blue with effects like that of Reef Shaman that can change the types of your opponent's lands. Give 'em a mountain for your goblins to walk. Pair with burn, throw in some counterspells to protect your king.
