Note: At the time, the comparison would more likely have been to Dark Banishing. Same kind, but lets regeneration through. What I can't remember is whether the Portal sets HAD regeneration to begin with, in which case there would have been little point to putting the burial clause on here.

Context is everything - Portal was a simplified version of the game, and thus had sorceries, creatures and lands (and nothing else). This was obviously a slow Dark Banishing without the regeneration clause, and nowadays the equivalent is Doom Blade. However, it not being instant makes a world of difference, aside from the obvious casting cost.
