Its rare because the portal set was intended for beginners and there were only a few creatures with tap abilities. They had only creatures, lands and sorcery card type with only few cards that worked as instants. Remember, the setting was different than what more seasoned players are used to. When I learned how to play I started on portal and I remember a guy asking me about upkeep, which didn't exsist in porta so naturally I was confusedl. Different times people. Different times.
