Could be better, but for +2/+2 on my Hill Giant, I can deal with a little card disadvantage.

This was good in Portal's time. Now that we have madness et al this is great.

Balduvian Horde was overrated when Alliances came out. That said, this card was probably better in its format, as Portal would have been a less powerful environment.
