The more I play my current casual Dragon deck, the more this guy seems appealing. Give him Trample, and you get a somewhat reliable Wheel of Fortune every turn, which is phenomenal for an R or R/G deck that usually goes through its hand rather quickly anyways.

If you have Megrim and Kederekt Parasite out, this guy can be an instant-win. If they have four cards in their hand, they take 20 damage if he hits them. Also try playing him with Underworld Dreams.

I don't see how this guy is unplayable. He is dragon/wizard, he might be one of the few pure red cards that let you draw, He makes using ramp and putting him out there to send your (bloodghast or demigod of revenge ) in re animators easy I don't see a problem hitting an opponent for 5 than drawling tons of shock effect spells to end the game.
Dragon storm him much since you play combo you have no hand he helps refill again.
What is really not to love?

Given both his ability and flavor text, I think he's meant for a deck that uses Madness cards.
See Fiery Temper, Call to the Netherworld, Dark Withering, Gibbering Descent (which also facilitates Madness), Violent Eruption, Reckless Wurm, etc.
This guy could easily be a game-ender in a Madness deck.
