The reason for her odd appearance is that in the storyline at the time, the Mirari was leaking large amounts of mana into the surrounding area, warping the inhabitants into twisted forms. Wizards became semi-ethereal beings, with crystalline "flesh" keeping the viscous energy composing their body contained. Often this is noted by the creature having the type Mutant, but not always.

Has her uses. Kinda odd for a blue-skined creature to be classed as a human. Couldn't WotC have found a way to justify her as a Vedalken? Or something else that gets blue skin? Thalakos, maybe, no-one knows what happened to them after they left Rath.
