For those who don't know, back in the early days of magic if an artifact was tapped, any effects it had were nullified. So if you had Urza's Incubator out, and something caused it to tap, creatures of the chosen type would just have their normal cost.

That only applied to Mono Artifacts. Like Winter Orb.
By the time of Urza's I don't think that was a rule anymore.

Actually the rule lukemol is referring to applied to all non-creature artifacts. So you could not gain life from a tapped Soul Net if a creature died and so on. And before someone tries to be funny, there were exceptions for artifacts having untap costs (Time Vault and Mana Vault for example) and specifically doing something if tapped (Mana Vault damage). Also, under those old rules, if you cast Animate Artifact to for example Howling Mine, then it would give extra draws even if tapped (as it would be an artifact creature). And as a side note, Winter Orb was a continuos artifact (not mono artifact) in Alpha, Beta and Unlimited. Mono artifact meant that the activation cost included tapping. Continuos artifacts had their effect 'on' continuously (unless tapped).

You can still tap artifact creatures before opponent's attack phase, so this is not totally useless. Or you can force them to tap their artifact at a specific time instead of letting them choose when... (see all)
