More important than how it compares to Elvish Visionary, it looks even worse against Carven Caryatid. For the same converted mana cost (1 specific mana more) you could have a 2/5 Defender with the same effect, and the Defender isn't much of a drawback considering you probably aren't swinging for the win with a 1/1 Wizard.

I'm going to guess that given this guy first showed up in a block with a wizard tribal theme, R&D thought it's be TOO GOOD if it cost 1 mana less...
