Seems a bit underrated, especially for a red-card.
Note that it doesn't say 'Reveal' the top 3 cards, it just says to look at them. You don't have to show your opponent what's on their library, nor do you need to show what's on yours.

Much much more fun in multiplayer. You're not allowed to announce non-public information to the other players, so you can't tell everyone what's coming down the pike -- but you are allowed to snicker or bite your lip.

Note that this is not library manipulation, for those who are unaware you just look at the top three and put them back in the same order.
Anyway, this seems like a good casual card as it can act as a bit of a preemptive reveal hand... thing. Also with your own library you can shuffle away, making it a bit like a terrible ponder.

Library manipulation for {R}? Usually that is a more blue mechanic. Would be a stellar (possibly broken) if it allowed you to reorder the cards.
