Well, the flavor and fucntion could be viable if it was a cleric, soldier, hermit, etc. They're just elves who have this gift of allowing life to happen inevitably. Why are some cards just clerics? Because it could be a human, an elf, or even a zombie, but not enough of either to affect the magic.
Think of the art as an example of the creature it represents, rather than the authority.

So why does the Herald not have a class type? Is it because of flavor confusion between this art, which seems to suggest a Soldier, and the ability, which suggests Druid or Shaman? I say make him a Druid, and decleare this outfit his 'Military Outfit'.
