Underwhelming and disappointing. Why didn't this card give at least two life for its ability? If it had been so, I could see myself putting this in my Goat deck.

I suppose its because he's already a Goblin Piker. Having the additional ability is something, whether or not it will tide the game over.

Except he's not already a Goblin Piker, which has one of the most relevant creature types in the game, and Goblin Piker is already a horrible card that could stand to be better. Plus, he predates Goblin Piker by quite a while.

Actually, by the time this was printed, white didn't use to have 2 power 2CMC creatures on the common slot. On the whole Mirage block this is the only one.
