Ah, Weatherlight. The last gasp for both Banding and (until Coldsnap) Cumulative Upkeep. It seems like the design team were trying their best to make the case for keeping both mechanics, exploring previously unused avenues for making CU interesting and pushing Banding onto somewhat stronger cards than had ever been the case before.
Obviously this is no Constructed card, so let's talk Limited. 4 toughness on a creature with Banding makes for an almost impenetrable defensive line, or can nearly guarantee the survival of one selected attacker if you prefer. Basically this guy usually creates a stalemate (or sometimes a slight advantage) for you on the ground, buying you time to draw whatever you need to break said stalemate, while slowly chewing up the mana you need to play whatever that is. Which is fine; when you're ready to make your move, you can just pile him into a band, let him die a heroic death, and still probably end up better off for whatever he manages to take with him...
