@Paleopaladin: The ruling is consistent with rule 704.7: "If a state-based action results in a permanent leaving the battlefield at the same time other state-based actions were performed, that permanent’s last known information is derived from the game state before any of those state-based actions were performed." State-based actions are applied all at once, so the counters would be removed and it would go to the graveyard at the same time, so there is no moment when an Arcbound creature is on the field with 0 or less toughness and no +1/+1 counters to transfer. From the graveyard, modular triggers, and uses the last known information from the Arcbbound creature, which is that it did indeed have +1/+1 counters. Modular doesn't care that had the creature not died those counters would have gone away; that never happened, so it doesn't matter.
All that to discuss Arcbound Lancer, too. Not, say, Arcbound Crusher, which I much prefer. I hope Wizards makes new mo... (see all)
