I bet if this was printed today this would be green and you get to draw a card any time your opponent plays a blue spell.

The Oracle text didn't change it at all. "Successfully cast" never meant "resolves." It's always meant "cast." The only way someone can fail to cast something is because an effect says they can't, or they don't pay all the costs.

Amazing sideboard tech. Note that if you draw a counter spell with this effect, you can play it to counter the spell since it counts when the spell is played/cast, not when it resolves.

Painter's Servant makes this a solid reliable draw engine against any deck. Otherwise, it's a solid sideboard card and ensures you will have a hand stocked full of spells and land.
