Not very impressive, but I've always liked the art and flavor of this card. It's a bit wordy though.

It seems that Thalakos creatures have shadow ability that helps them use their other abilities.
Unfortunately this one is almost unusable.
It is a 1/1 that has to remain on the battlefield in order to work.
2/5

If I were to attach hermetic study and pemmin's aura to this card, could I ping an opponent multiple times, leaving the card tapped during my upkeep? Or would any effect (other than my untap step) causing this to untap render its ability void?

Once Thalakos Dreamsower becomes untapped, the second ability becomes void. However if you kept it tapped during you upkeep the last card you tapped would still be affected. Example:

You have Thalakos enchanted with Hermetic Study and Pemmin's Aura and {UUU} open, your opponent has a Wall of Omens and Plague Stinger. You tap Thalakos pinging your opponent for 1, and tap their Wall of Omens then pay {U} to untap it and ping them again, tapping their Plague Stinger and end your turn. On your opponent's untap step, they will untap all other permanents as normal and will also untap their Wall of Omens, since Thalakos was untapped some time after the ability to tap Wall of Omens initially, resolved. The Plague Stinger on the other hand, will remain tapped.

What if you tap him to ping for one, let the damage resolve, and as the triggered ability goes on the stack, ping your opponent again, targeting another creature with a second trigger?
Will they both remain tapped? Because Dreamsower was tapped as both of the abilities resolved.

Mini-version of Frost Titan in cases where shadow = unblockable. Haven't played with this one but it looks good.

Almost unusable?

I've used this creature numerous times in numerous decks, and it seems to work pretty well for me each time I draw it.

I'd give this a 4. For what it does, it's fairly cheap. Think Oblivion Ring's casting cost and Journey to Nowhere's targeting system in the form of a Blue creature, which you can switch from one creature to another during your turns, one switch per turn. The differences are that non-tap abilities can be activated, static abilities remain (like a lord's boosts), the creature's presence and types are still part of any tallies, Dreamsower is targeted as a creature and not as an enchantment, and it dies to basically any widespread damage (as well as Wrath effects, but those destroy Dreamsower's target, too; so those don't really count against Dreamsower). Nevertheless, you're almost certainly eliminating the target's ability to attack or use tap abilities, which is usef... (see all)

You can use untapping effects + ping to lock down multiple creatures. Have this enchanted with Hermetic Study and Freed From The Real: Activate the ability granted by Hermetic Study, then respond with the untap ability of Freed From The Real. Let Freed's ability resolve, then activate the Study-granted ability again (First instance still hasn't resolved). Repeat until you have enough "Deal 1 damage to target creature or player" activations on the stack, targeting your opponent, to tap down all the creatures you want to, and the Dreamsower is tapped.

Then, let the activated abilities resolve. Each time one does, it will put the Dreamsower's triggered ability on the stack, and you'll get to choose a target to tap down. Since the dreamsower "Remains tapped" after the triggered ability resolves, the condition is met and the target stays locked.
