For preventing damage, I'll agree. For life gain, it's nowhere close. I generally get 20-30 life off of Blunt, where I'd only get a handful from Respite. I'd say they're equal for their costs.
That said, I'd probably play this over Blunt and Fog, since two mana isn't a huge investment for its effect.

fastpond: no. Fog costs 1 mana. That matters. Fog can save you for 1 turn against Griselbrand or Emrakul or Stupid Crap in Legacy, and can MAYBE be put onto The Stick just barely quick enough if you Ancient Tomb the Stick on turn one.
There is no way in a frozen over hell that a 2-mana spell that does this could see Legacy or Vintage play. The 1 mana version, probably still doesn't get 'real' play, but I'm sure it is played now and then.
Fog is ALMOST the Very Best Fog There Is...which why they keep reprinting it =)
That said, I'm sure all the variant Fogs are nice, but if you want to say they are actually Just Better, they need to be more than just 'more mana and more options'....they need to be -sharply- costed for the options they give you. For 2 mana it better do something Good. At 3 Mana, it better be The Undisputed Most Powerful Fog, and since I could always just play Fog for 1 mana, the only way I'm ever playing Blunt the Assault is in EDH, where, yeah f... (see all)

cool card, but you gotta love fog. The life gain is a nice touch, I would be lying if I didn't say the extra life gain has saved me more than once.
I like the populate version of this as well.
