Chain Stasis can only tap or untap creatures so it's not better than Twiddle.

For planeswalkers, it doesn't matter whether they're tapped or not. Their loyalty abilities don't require them to be tapped/untapped. The only possible benefit you'd get from tapping a planeswalker would be if you're planning to play something like Dream Leash,

Yeah, better than Twiddle. But so was Chain Stasis for its ability to combo off for unlimited mana or just to get multiple untaps.
If your not looking to untap, Mind Games is quite better.

With just one Goblin Electromancer out you can cast this spell for free. One blue mana to tap an opponent's creature - or any other permanent - and pay the entwine cost for free to untap your blue mana.

@palmspark: Probably nothing. The planeswalker would just untap like any other permanent. And tapping it wouldn't affect it at all because PW abilities can only be used at sorcery speed anyway. Unless you have a way to prevent it from untapping.
