To the guy asking why it got a decent rating:
It's a 4/6 creature for 4 generic mana. It's good in decks that are either very light on creatures, or bring creatures into play by other means instead of playing them (aether vial, zombify, soul foundry or whatnot).

You could also use cards to give it to your opponent to stop him/her from playing creatures.

If you like donating stuff and you like Commander, why not try running this with Zedruu, the Greathearted? Yes, BattleFish is right, Illusions of Grandeur is a good donate card as well, but I wouldn't say better, as your opponent may be able to kill you before the Illusions gets them. Especially in Commander, with the greater life totals. Also, with 100 cards and the singleton format, having more hoser cards to donate than just Illusions and Delusions of Mediocrity would be advisable. Throw in Steel Golem too.

For Commander, why just stop them from playing creature spells? Celestial dawn turns all of their mana symbols white. And if they don't have a white general, well, they are screwed.
