I think if used with the right cards, this could be very effective. Even today. There aren't many creatures in 
that have a power cmc balance this good.

I prefer it greatly to Balduvian Horde. costs one more card but isnt random and flying puts it over the top.

I would build a deck with these, Dragonspeaker Shamans, and Bloodthorn Taunters.
Turn One: Mountain, some cool one-drop (Dragonmaster Outcast to draw removal, plus it fits with my dragon theme)
Turn Two: Mountain, Bloodthorn Taunter, attack for 2 if profitable.
Turn Three: Mountain, Dragonspeaker Shaman, attack for another 2 if profitable
Turn Four: Mountain, 2 Rathi Dragons. One gets haste. Swing for 8 if it tickles your fancy.
Turn 5: you're mana screwed, but you have 10 power in the air that can attack and it's turn 5. You can probably win the game this turn if you've attacked with everything up until now. Suicide Red Dragons?
The Outcast would practically never get online unless it was a ramp deck, but you could go about playing a normal dragon deck, and not play the Rathi Dragons until late game when they'd still be usefull as cheap beaters. My solution would probably be Exploration and Crucible of Worlds/... (see all)

Kind of a slower Fireblast with wings. Great art, and a card that really embodies Red's philosophy of burn and bash, without worrying about the long-term losses.

Still respectable for its cost, though obviously if it dies, you lose a lot of cards.

I wanted to play this because the artwork and flavor are great, but in actual games he just dies too easily. If I am going to sac two mountains, Fireblast is far more reliable.
