This card predates that card by many years. It went through several upgrades to get where it is today.
Cloudchaser Eagle -> Aven Cloudchaser -> Cloudchaser Kestrel -> War Priest of Thune in order of both efficiency and time printed.

Amazing card that changed the game for quite a while. Well, it saw a ton of play. Probably due to the fact Tempest/Urza's had some of the best enchantments the game has ever seen. When you consider that a 2/2 flier should cost you around 2.5-3 mana, this card basically gives you a free remove enchantment for only 1 extra mana (yes, remove enchantment only costs 1 but it also costs you a card draw). Amazing card.
