Too bad blue isn't a very offensive color by design. This sound much more like a black or maybe red card. I bet the Overseer watches a lot of matches from the sidelines.

Sure, its strictly worse the Phantom Monster.
But Phantom Monster never got reprinted past 5th ed.
After Hoverguard Observer, there wasnt an uncommon CMC 4 flyer with power 3 or greater until Lorwyn (Ethereal Whiskergill)
The first card printed strictly better then it was Voyager Drake.
But lets talk limited (as I feel discussing its use for competetive constructed is pointless)
The drake is part of Zendikar block, some of the fastest paced limited seen to MAN! A 3/3 flyer for 2UU is just too inflexible in this format, forcing me to have a strong commitment to blue and missing out on some powerful cheap creatures and removal from the other colours. You are either going to play it in a 2 or 3 colour beatdown deck as a 3U 3/3 flyer(to fly over what your small ground troops can no longer push through), or in a mono-blue deck which gives it the added flexibility of being a game breaker.
