Not quite. Boomerang requires two blue, so while it's generally better, Regress is easier to splash.

But Rise of the Eldrazi is a set built around creatures with massive casting costs, and cheap bounce just goes against that.

Overshadowed by three cards, being Consign to Dream, Stand/Deliver and Resounding Wave.
It's a pity a card with such a generic name therefore won't find much use...except for block-constructed maybe, of course.

It's a shame that this card will be reprinted in Rise of the Eldrazi instead of the superior Boomerang. Hopefully Boomerang will come back in M11.

Boomerang turned many games into the boring and infuriating "Turn 2, bounce your land. Turn 3, bounce your land." I'd much prefer anything that bounces a land stay at 3 or above, just so you can't bounce the first land they play.

When I cracked this at a sealed tournament back in the day, I groaned.
I still groan when I look at it. Overcosted with poor art and decent flavor.
