In Commander this thin is a beast, i play it in my B/U commander deck alongside Spell Crumble, making some one shuffel their commander away will set em back alot. Extra good against people relying on casting their commander several times like Karador, Ghost Chieftain. another fun thing to d with this card is to counter a commander and folow up with a Bribery
But talking about "taking the spirit out of the game" you should try having your commander countered with Desertion or Spelljack

Panoptic Mirror has the potential to make this quite frustrating for an opponent; especially in a control deck.

They need to make a new ruling in EDH... If your general would be put into your library, put it back into the commander zone instead. Ruins the spirit of the game.

I personally prefer Spell Crumple, but I disagree with a few other comments in that this can be advantageous in it's own right.
