This card is destined to combo with Bushi Tenderfoot.
1st turn: Plains, Bushi, go.
2nd turn: Plains, attack with Bushi (if Bushi gets blocked, insta-cast Indomitable Will and kill the blocker, flipping Bushi in the process, ending up with a second turn 4/6, double-striking Bushido 2 Kenzo). If Bushi didn't get blocked, cast something else - Konda's Hatamoto or similar.

It's a functional reprint of Mageta's Boon, although i agree that this card could also have provided +2/+2 instead...

Flash normally costs about 1 mana (compare Weakness and Feebleness for instance), but sometimes it costs even more (Curiosity and Ophidian Eye) - or effectively nothing at all (Binding Agony and Ragged Veins).
