Difficult to use. You want to be in a position to properly own others when all is said and done and to do so you'll need to have stuff that recurs from the graveyard or be in a stronger position *in some way* than your opponents.
So:
-if you have more creatures, make everyone sac creatures until you have the maximum you can have left on an empty battlefield
-if you have several more lands, reset the board except for some of your lands
-if you have several more cards, reset the board enough so you retain card advantage
Coolest things have been mentioned already; it doesn't effect enchants or artifacts, you can utilize this to set up a board position that relies on these other permanents for mana, for destroying creatures, for animating, or what have you; then nuke everything else.

Losing the game is a statebased effect, which is not checked during resolution,only when a player would gain priority. So, no, the platinum angel will not save you unless you can make it survive the cloud.

It actually has really nice synergy with Lich's Mirror. If you can do it for fatal on yourself, there's a fairly good chance that you will tear up the opponent(s), making the reset not as problematic. If you can get it off for even just 4, you take a chunk out of their hand/life/field, and give yourself a larger chance of survival.

I like how it conveniently doesn't mention enchantments.
This could be a nice finisher in a Bloodchief Ascension deck.
Just thinking about how many triggers this would cause makes my mouth water.

How about, Hive Mind and Tajuru Preserver? Keep in mind that you won't have to sac stuff until your copy goes off, and it will go off last.
