If only it had a decent base effect to go with the draw.

Drawing a card doesn't make a card nice if it's so bad. Just don't put this card into your deck and you will draw the next card instead of this!

Draw is always decent. Other White cost cards that can "thin" your white deck: Festival of the Guildpact, Niveous Wisps, Scout's Warning.

It's essentially a combat trick that replaces itself. It can definitely be useful.

More than that though, I love this card because it represents the kind of Magic cards we used to see, which would have real emotional content and a sense of pathos, even with relatively trivial cards like this one. This card has a personality, it has it's own "feel".

Nowadays, there are usually two types of cards: cards that try to be really "cool" or "awesome", and cards which are almost nakedly attempting to perform some function in the tournament metagame. I miss cards like this one. It wasn't developed because it had a badass effect or because white needed cantrips. It was just a nice idea and an intimate moment that they reflected in the card.
