And there is a lot more Graveyard Hate than Library Hate. While there is a good amount of milling off the top, there isn't a lot of looking through a player's library for specific stuff and hosing it before they can even draw it. Even without the shuffle effect, the extra versatility is worth the additional {B} over traditional 4-cost reanimation.

@Ceremonial: The shuffle back into library effect is a disadvantage for Commander/EDH. It's far easier to return a card from the graveyard to your hand, than tutoring it out of your library. Still a good card. But in Commander/EDH, it would be better without the shuffle part.
