Basically it's to protect something you already have on the board, which a lot of decks use counterspells to do anyway.

I guess it's good in discard heavy decks. If your opponent has an empty hand, it will take him some turns to get something that he can throw away to stop this.

A counter spell that requires your opponent to throw away a card. Unfourtantly it also works against your cards which can really make this card backfire. Great card if you need to stall for somthing.

You can drop Hesitation early-game and just play lands until your opponent gets nervous and does something to get rid of it, or you can just wait until you have all the pieces of your insta-win combo, then drop Ornithopter (or the like) immediately followed by your entire combo. If it's a Replenish or Open the Vaults combo, then it'll be brought back to protect the combo if it doesn't win you the game immediately! It's not quite as silly as Decree of Silence for that, but it's definitely a little more versatile.

Dies to Doomblade (sorry I couldn't resist it).
I've had this card for years and have never really used it, but I guess if you're happy with the board position it could be read as "your opponent discards a card and must pay it's mana cost" which wouldn't be bad. I prefer common courtesy in casual fun games.

i'd play this in decks heavy with activated abilities; ones that can basically get away with not casting spells. Such as werewolf decks.
