Looks like it could be awesome in stasis-ish decks that focus on keeping creatures tapped down. Gonna get myself two of these for my Storage Matrix-Deck, which kind of says "untap your mana or your creatures, if you choose creatures I'll tap 'em again" with the help of Flood and silkbind faerie

What sorcery wouldn't be better as an instant? I don't think that argument ever needs to be made, and if it were an instant it would cost {1} or {U} more for sure.

For those of you looking for an instant variety that is similar, instant and still legal in pauper, consider Keep Watch... of course it's usefulness is limited against creatureless decks but it has just as much of a home as this card does in the right deck.

A pretty brutal follow-up to Sleep - especially if you are trying to stave off an enemy alpha strike and desperately need to draw a solution. Completely devastating against decks with tons of tokens and the like. And at it just has to net more than 2 cards to be better than Counsel of the Soratami/Divination.
