Not really. It prevents players from playing any red spells unless they have non-basic lands or artifacts that can produce red mana. That doesn't seem silly to me. And you can just keep paying for it to stay out. If your opponent is playing heavy red with mostly basic lands, they're screwed.

Don't forget, at the time this card was printed, the only non basic lands were the original duel lands, which had two basic land types. So if you were playing heavy red, even your non-basic lands would have been mountains.

Idk, maybe this does something hilarious against Blood Moon or Magus of the Moon, but other than that is seems kind of silly.

In A/B/U this wasn't bad because all burn worked with Mox Ruby, but in R and 4 this was ridiculous.
