@Kirbster: I would play him on turn one, If you draw him any later you should cycle him but on turn one he could be relevant.

1 mana for 1/1, descent in blue, add cycling which is one of the most useful abilities ever and it becomes pretty damn good. It's no mythic, but I like it.

Why would you put this in your deck? If you are looking for deck thiners there are better answers than cycling. If you are making a merefolk deck, why would you cycle this?
