Is it just me or is this the most confusing oracle wording ever? The printed wording is easier to understand. The term "first player" is weirdly obtuse.

Why the discard part? I expected it to read "If that player controls fewer cards in hand than target opponent, that player may draw a card." Unless your hand sucks, you're not going to want to do this if you have more than 3 cards in hand. And even so, if that opponent has more than 4 cards in their hand, drawing 3 cards didn't exactly bridge the gap between you. Not in the same way that Oath of Lieges does with land, Oath of Mages does with life totals, Oath of Druids does with creatures, and Oath of Ghouls creatures in graveyards.

This would have been kind of beautiful in red or even black. Colour pie-wise, blue is probably the worst home for the card's effect. Still, blue can do some aggressive hand-emptying when it wants to....

The discard is nice for Combo-ness, but I would have preferred this to cost {1}{U} and just draw one card.

Used with card-disadvantage cards (rituals for example) this can be easy to manage while netting you a big advantage.
