In basically every situation I can think of, I'd just wait a turn / pay an extra 
for Charmbreaker Devils. This is still one of a very few cards with this ability (that I know of), though, so I gave it a 2.5 instead of something < 2.

It is kind of nice that he can fetch anarchy out of your graveyard for you.

Scrivener and Izzet Chronarch each cost 5 as well. Archaeomancer cost 1 less but has heavier color requirements. So, everything that does the specific thing this card does (the only merit on which you can compare it to other cards) costs about the same.
