Why jut a 1/1? Because Untamed Wilds is a decent card by itself. Adding a free 11 with a useful creature type is good enough.

Why just a 1/1? Because it lets you look for non-basic forest cards, such as Stomping Ground puts it into play untapped AND on top of that, the creature subtype (Elf) is very relevant. Under the same argument, Llanowar Elves should be more than 1/1s...or renamed Llanawar Elf.

If this is 'Elves' plural, why is it just 1 toughness? This would not be broken at 1/2, and would carry the 'two elves' concept of the art and name.

Why in the world do you want his toughness to be higher? The way he is now he can be Skullclamped without any effort.
For a creature that does its job the moment it enters the battlefield, 1 toughness is the best. If only cards like Solemn Simulacrum and Anger had 1 in toughness too...
