This is uncommon, while Temple Acolyte (which costs less, has 1 more toughness and instantly provides 3 life) is common?
I don't quite get the philosophy of Portal card designers...

Tap effects were rare in portal. Thats what was going on.

Portal didn't have special timing rules. You could respond to a spell only if the card you wanted to use said so. With no stack and no actual fast effects these tap abilities were more or less the same we have on some permanents even today: 'use only when you could cast a sorcery'. You cannot use that templating on Portal cards because there were sorceries that could be cast during attack and during opponents turn.

Why are there these dumb limitations on tap abilities in Portal? The designers for these sets should have been fired.
