It's not second-rate, it's just different. Rampant Growth's land comes into play tapped. This one may only net you a Forest, but it's untapped.

This is my favorite art version for this card.
As for the card itself, it's good; being able to fetch dual lands and coming into play untapped is very nice.

Until Ravanica, this was a second-rate Portal reprint of Rampant Growth. And then they brought back duel lands.

Saying it was second-rate until Ravnica makes no sense, since by mentioning they "brought back" dual lands, you are acknowledging the fact that the dual lands already existed. This was always able to grab duals - and it's not like it was ever in the same standard environment as either them or as the shock-lands, so that makes no difference.
