Eh...the cost is actually pretty good for the timeframe. Scathe Zombies cost 2B and were a 2/2 vanilla critter...throw in one more mana for regenerate (which triggers off of stuff that hits your graveyard, too) and you've got a perfect cost.
Of course, it's a moot point now...for the same cost, you can get a friggin' 8/8.

Not that powerful, but still could be printed as a common or uncommon that way in a modern set. Beeing now a zombie made him much more useful, and I assume that in a black zombie deck, creatures die constantly anyway. As such, he basically got "0: regenerate", which is quite fun.
