Blue can't easily deal with enchantments, so this isn't that bad. Why does it cost 3, though, when it's anti-artifact equivilent costs 2?

These sorts of cards just never work. If you need your blue deck to deal with enchantments, put in an Echoing Truth and then a Counterspell for when they try to cast it again. Even if replacing this one card with two makes your deck 61 cards, it would be better than playing with this.

The problem is this doesn't actually deal with enchantments at all, it does literally nothing to stop them. It's actually just a burn spell that has a prerequisite of the enemy having an enchantment.
