It's not Char for blue. Char is Psionic Blast for red.

Many people wonder why Psionic Blast is consider more powerful than Char. The answer is simple. Blue, by tradition, isn't the color of aggression. It's on the other side of Red and Green and thus were designed to be more passive and controlling. Psionic Blast is one of the exceptions where planeswalkers could do direct damage to kill a creature or opponent. Combine with other blue control cards, PB is very dangerous, compare to Char is already in a damage-abundant color. Last but not least, there are also way fewer creatures with protection from blue than red.

It is sometimes funny how blue and red will overlap in abilities, even many years after this interesting card was created and eventually removed from print.

Psionic Blast is NOT better than Char. Char is four to the face in red for three mana and only one card. Going by the Philosophy of Fire, 2 damage equals a card. So, Char is card advantage for red. When it was in Standard, it represented having the opponent at 10 life on turn three (Lava Spike, Lightning Helix, Char or Rift Bolt, Lightning Helix, Char). That is EXACTLY WHAT RED WANTS TO BE DOING. Psionic Blast just does not impact a match in the same way Char does.
I will give that Psionic Blast still sees play in Legacy/Vintage blue aggro decks (three of in a winning Hexproof build, consistent one of in Merfolk builds), but it is not format defining the way Char was in its Standard time.
